I would also add that, not only is it important to determine the goal of a project, but it is also necessary to define a yardstick to measure progress towards that goal.  Otherwise, it will be difficult to know when when things are on or off track. I have seen projects fail because they did not deliver the required solution - even though they were considered technical successes.</description>
